Fair Trade Procurement

 

What is procurement?

Procurement is the complete process of obtaining supplies, services and works spanning the whole life cycle of the asset or contract period, from the identification of needs through to the end of the contract or disposal of an asset or service.

Yorkshire and the Humber Joint Procurement Arrangement for Fair Trade Products

One of the main aims of the Yorkshire and the Humber regional fair trade project is a joint procurement arrangement between local authorities in the region for the supply of Fairtrade products. 

This procurement arrangement will facilitate an increase in the purchase and supply of Fairtrade products by local authorities in the Yorkshire and Humber region ensuring continued commitment to the Fairtrade Foundation's Fairtrade Towns goal for local councils :

o The local council must pass a resolution supporting Fairtrade, and serve Fairtrade coffee and tea at its meetings and in offices and canteens.

The local authority purchasing consortium, Yorkshire Purchasing Organisation (YPO), as well as the twenty-two local authorities in the region were invited to take part in and utilise this contract for the supply of fair trade products.

Leeds City Council's Procurement Unit is responsible for co-ordinating the tender process in consultation with the Regional Centre of Excellence, YPO and participating local authorities from the region.

Local authorities in the region have the opportunity to join this contract at any time during its two year term.

Five fair trade lines have been invited in the tender, which are as follows:

1. Hot and cold drinks (to include filter and instant coffee, hot chocolate, teas, sugar, smoothies, fruit juices.)  Vending machine drinks are not invited.
2. Snacks and biscuits (to include biscuits, brownies, cereal bars cakes and muffins.)
3. Chocolate and sweets.
4. Dried fruit & nuts.
5. Other food stuffs (to include pasta, rice, savoury snacks, spreads and yoghurt).

It is hoped a list of suppliers for each line will be awarded the contract so that local authorities have choice in where to procure their Fairtrade goods from.

The local authorities participating in this tender are :

1. Barnsley Metropolitan Borough Council
2. Calderdale Metropolitan Borough Council
3. City of Bradford Metropolitan District Council
4. East Riding of Yorkshire Council
5. Kirklees Metropolitan Council
6. Leeds City Council
7. North East Lincolnshire Council
8. North Yorkshire County Council
9. Rotherham Metropolitan Borough Council
10. Ryedale District Council
11. Scarborough Borough Council
12. Sheffield City Council
13. Wakefield Metropolitan District Council

Yorkshire Purchasing Organisation is also participating in this tender.

The tender was advertised in the Official Journal of the European Union, Yorkshire Post and Yorkshire Evening Post on Thursday 31 January 2008.

The deadline for tender submissions is noon on Wednesday 12 March 2008.

Suppliers are asked to register on the electronic tendering website for the councils in
Yorkshire and the Humber, the Supplier and Contract Management System (SCMS).
